One of the mistakes we make when discussing government is treating it as though it were one giant organization where everybody thinks alike, follows the same agenda, and knows what everybody else is doing. That's simply not how large institutions work. Government is made up of individuals, departments, agencies, contractors, and competing interests. Some people may recognize limits and refuse to cross them. Others may be involved in things that deserve serious scrutiny. And there may be people inside those same institutions who want wrongdoing exposed. Two examples illustrate the distinction.
